Oekaki is this website and you have to sign up but it's free and they have different little drawing... thingers (kind of like Paint on a PC but with more effects). It's a really simple set up but it has the ability to create pretty high quality images. But if you've got photoshop or illustrator you probably don't need Oekaki. It's also helpful to have a drawing tablet, I don't know if you have one of those. If that didn't explain it enough then look it up on Wikipedia or go to [link]
